Working together to achieve the tobacco endgame by denormalizing the tobacco industry and advancing effective tobacco control policies and their enforcement

SEATCA is a multi-sectoral non-governmental alliance promoting health and saving lives by assisting ASEAN countries to accelerate and effectively implement the tobacco control measures contained in the WHO FCTC. Acknowledged by governments, academic institutions, and civil society for its advancement of tobacco control in Southeast Asia, the WHO bestowed on SEATCA the World No Tobacco Day Award in 2004 and the WHO Director-General’s Special Recognition Award in 2014.

Catalyst for Change: Addicted to Change

SEATCA’s programs have contributed to the advancement of the tobacco control movement in Southeast Asia, through its country partners: Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Thailand, and Vietnam.

With these country partners, SEATCA works towards supporting progressive policy development, strengthening national tobacco control working groups, generating more local evidence for advancing tobacco control policy, and increasing the number and capacity of tobacco control workers.  SEATCA’s network combines representation from the region’s NGOs, researchers and governments.  By working with multi-sectorial, local partners the alliance identifies and creates opportunities for effective campaigns and interventions.With the network formed and national partners mobilized, attention is greatly focused on the following:

  • the development and passage of tobacco control laws to ban tobacco advertising, promotion, and sponsorship; electronic smoking devices (ESD)
  • supporting tax reform and innovative sustainable financing mechanisms for health promotion and tobacco control
  • expansion of 100% smoke-free areas
  • formulation of effective pictorial health warnings and standardized tobacco packaging

Promotion and implementation of the WHO Framework Convention on Tobacco Control (FCTC) is also a priority.  SEATCA uses regional workshops to mobilize local partner NGOs to create a region-wide focus on WHO-FCTC issues, and generate international awareness.  With SEATCA’s experience and regional capacity, a ripple is created, and continues on to build significant momentum to the regional tobacco control movement-and vice versa.

SEATCA position on interacting with the Tobacco Industry

SEATCA relies on philanthropic grants and contributions to fund our work. In alignment with Article 5.3 of the WHO Framework Convention on Tobacco Control, we are committed to safeguarding tobacco control initiatives and policies against tobacco industry interference. To that end, SEATCA does not and will not partner with or receive funding from any organization or individual that represents or works to promote the interests of the tobacco and nicotine industry.
