Now available: Free, self-paced e-learning platform on innovative and sustainable financing for health promotion

Bangkok, 25 March 2024: The Southeast Asia Tobacco Control Alliance, in partnership with ThaiHealth Promotion Foundation (ThaiHealth), formally launched the Health Promotion Fund Resource Hub E-Learning Platform in Panama City, Panama on 9 February 2024. The platform was launched alongside the Tenth Session of the Conference of Parties (COP10) of the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) at a lunch seminar titled “Innovative Financing Mechanism to Strengthen WHO FCTC Implementation.” 

The e-learning platform is available at no cost and caters to policymakers, health advocates, researchers, development agencies, and others, who are interested in a self-paced, asynchronous course to learn key concepts and principles to establish sustainable financing for health promotion and tobacco control programs. Learners can also access experiences and insights from countries that have successfully implemented various sustainable financing models for health promotion. 

The course contains four modules that delve on identifying funding gaps and sources for health spending, understanding fiscal mechanisms to generate sustainable financing, using health taxes as cost-effective measures to fund programs that address non-communicable diseases, establishing a management model for health promotion funds, and familiarizing oneself with arguments to defend tax increases on tobacco products. The course features lectures and insights from experts: Prof Dr Prakit Vathesatogkit, Executive Director of Action on Smoking and Health Foundation-Thailand and Advisor of ThaiHealth; Ms Anne-Marie Perucic, Economist from WHO; Mr Rungsun Munkong, International Relations Expert of ThaiHealth; and Ms Bungon Ritthiphakdee, Senior Advisor of SEATCA. 

“Every country must invest in health promotion. A health promotion fund, financed from taxes on health-harming industries, can ensure long-term and sustainable promotion and protection of the health and well-being of populations. For example, it can support countries to fully implement the WHO FCTC to protect their citizens from the harms of tobacco,” stated SEATCA Executive Director Dr Ulysses Dorotheo.

The e-learning platform is a part of SEATCA and ThaiHealth’s Health Promotion Fund Resource Hub, a one-stop online resource on sustainable financing mechanisms for tobacco control and health promotion. The Hub provides access to case studies, reference documents, videos, posters, and other learning materials designed to assist countries to establish and manage their own health promotion funds.
