The Provincial People’s Committee issued Plan No. 2748/KH-UBND on July 30, 2026 to implement the Project to research and support the conversion and replacement of tobacco plants with suitable crops and livestock for farmers growing tobacco until 2030, oriented to 2035. The plan aims to gradually transform the production structure in a sustainable direction, improve economic efficiency and stabilize people’s livelihoods.
According to the plan, the conversion of tobacco plants is carried out on a voluntary basis, with a roadmap, suitable for the actual conditions of each locality, without causing great disturbance to production activities and livelihoods of people. The selection of alternative crops and livestock must be based on scientific basis, economic efficiency, product consumption ability and priority development according to the value chain.
The province strives to have a tobacco growing area of about 5,200 hectares by 2030, a decrease of about 3,164 hectares, equivalent to 37.8% compared to the area in 2026. Orientation to 2035, the area is about 4,500 hectares, about 700 hectares less than 2030. The transformation process is carried out in stages, based on the review results, production conditions, resource arrangement ability and consumption market, do not reduce the area in an average, mechanical way or large-area conversion when the necessary conditions have not been ensured.
Communes and wards with tobacco growing areas complete the review and classification of production areas in 2027, including: areas that continue to maintain, areas expected to convert, small and inefficient production areas and areas that lack production – consumption links. On that basis, develop a plan and conversion plan suitable for production conditions, people’s needs and local socio-economic development orientation to implement the period 2028 – 2030.
The plan also requires strengthening the management of tobacco raw material areas, strictly controlling the area arising out of planning, and maintaining concentrated production areas with associated contracts, economic efficiency and stable consumption markets. The Department of Agriculture and Environment is assigned to coordinate with departments, branches and localities every year to review the production status, evaluate the effectiveness of transformation models, advise the Provincial People’s Committee to adjust targets, conversion areas and synthesize implementation results, ensuring that the transformation process takes place effectively and is in accordance with reality.
