Phnom Penh Capital City celebrated the World No Tobacco Day 2015 on 29th May 2015 at Wat Phnom. The event was chaired by H.E Bun Serey, Deputy Governor of Phnom Penh Capital City with 200 participants who are civil servants from PPCC, tobacco retailers, restaurants owners, youth group from Cambodian Red Cross.
In WHO remark by Dr. Yel Daravuth, he quoted Dr Margaret Chan, WHO Director-General The Protocol offers the world a unique legal instrument to counter and eventually eliminate a sophisticated criminal activity, Fully implemented, it will replenish government revenues and allow more spending on health.
He encouraged parties to WHO FCTC to ratify Protocol to Eliminate the Illicit Trade in Tobacco Products saying that So far, only three parties had ratified the protocol and there are more countries ratifications need to reach target of 40 to become an International Law. The illicit tobacco trade offers products at lower prices, primarily by avoiding government taxes through smuggling, illegal manufacturing and counterfeiting. Cheaper tobacco encourages younger tobacco users (who generally have lower incomes) and cuts government revenues, reducing the resources available for socioeconomic development, especially in low-income countries that depend heavily on consumption taxes. This money might otherwise be spent on the provision of public services, including health care.
In his opening speech, H.E Bun Serey said that PPCC has its strong commitment to make Phnom Penh Smoke Free City and that so far PPCC have been taking action on removing tobacco advertising materials violating Advertising Ban Sub-Decree from point of sales along the streets and participated two smoke free workshops. He supported effective tobacco control measures such as raising tobacco tax, advertising ban, printing pictorial health warning on cigarette packs, eliminating illicit trade in tobacco products, protecting people from secondhand smoke by creating smoke free environment.
At the end of the event, there was a release of balloons with five tobacco control messages including World No Tobacco Day 2015Secondhand Smoke Causes Serious Diseases, We Love Smoke Free Environment, Smoking at Public and Workplaces is Prohibited, 80% of Cambodian People are Exposed to Secondhand Smoke at Restaurants and Coffee Shops.
