Last 15-16 June 2011, the SEATCA Workshop on the implementation of the Framework Convention on Tobacco Control (FCTC) Article 13/TAPS guidelines was held at the Borei Angkor Hotel, Siem Reap, Cambodia.  It was organized in close collaboration with the WHO-WPRO and WHO Cambodia. 

 

 

Officials and distinguished guests, among them, Dr. Pieter van Maaren, WHO Representative for Cambodia, H.E. Dr. Mam Bun Heng  Minister of Health, from Cambodia, and Ms. Bungon Ritthiphakdee, director of the Southeast Asia Tobacco Control Alliance (SEATCA) gave the opening remarks, welcome address and workshop overview respectively.

Dr. Susan Mercado, regional adviser to the WHO-WPRO Tobacco Free Initiative gave the keynote address on ‘The need to implement WHO-FCTC Article 13 and its guidelines’.  Other guests and tobacco control advocates from Cambodia, Indonesia, Lao PDR, Philippines, Malaysia, and Vietnam, came to discuss challenges, strategies, and plans to implement the WHO FCTC Article 13 in the ASEAN region.

Resource persons from regional and international organizations shared country updates on Article 13 implementation, their lessons and best practices, and the latest industry interference and tactics:  CSR, using the packs as advertising tool in POS, and dealing with emerging social media tools being utilized by the tobacco industry.

The WHO-FCTC is a global health treaty that was developed in response to the world’s tobacco epidemic. Article 13 calls for WHO FCTC parties to the treaty to “enact and undertake comprehensive bans on tobacco advertising, promotion and sponsorship”.
